Emily Baldauff

Emily Baldauff is the principal and founder of Mountain Moving Strategies, LLC and has been engaged in advocacy, policy, coalition building, strategic planning/ board governance, and fundraising efforts in the Mid-Atlantic Region of the United States since 2014, most notably in the environmental and conservation realm. Her ethical drive to protect natural resources has led her to dedicate her career to recruiting, organizing, and mobilizing groups and individuals to build partnerships that “move mountains” in the Commonwealth and beyond.

She started her career in the Pennsylvania county conservation district system, first as a sediment and erosion technician followed by a Watershed Specialist. Since 2016, she moved into the non-profit sector representing PennFuture as the Campaigns Director, Trout Unlimited as the Mid-Atlantic Policy Program Manager, and Friends of the Upper Delaware River as the Director of Watershed Programs.

She is currently an adjunct professor at Keystone College specializing in Environmental Policy and Resource Management since 2019. She has also been the Water Trail Program Coordinator for the Endless Mountains Heritage Region since 2016, and a River Guide on the Susquehanna River since 2012.

Emily is currently the Vice-chair of the Pennsylvania Governor’s Advisory Council for Hunting, Fishing, and Conservation under the Honorable Josh Shapiro administration.

Emily specializes in advocacy, bipartisan policy, coalition building, grant writing, conservation funding, legislative watchdogging, fundraising, and strategic planning. She holds a B.S. in Environmental Resource Management from Keystone College. In her free time, Emily enjoys fishing, hiking, canoe & kayaking, hunting, and spending time with her family and two beagles exploring the land and waters she works to conserve and protect.

Notable Career Accomplishments:

  • Appointed to the Governor Josh Shapiro’s Advisory Council for Hunting, Fishing, and Conservation (2024). Currently serves as Vice Chair of the Council.

  • Co-created & chaired the PA Sportsmen & Women Policy Workgroup (2021-2024)

  • Combated PA Senate’s attempt to reauthorize use of the State Game Funds (2023)

  • Advocated for 1000s of stream sections in NY and PA to receive appropriate designations for protection.

  • Created and implemented the Our Pocono Waters campaign to protect Exception Value streams in PA from developer threats.

  • PA State Lead for the Coalition for the Delaware River Watershed (2016-2021); Steering Committee Member (2016-2024)

  • Partnered to lead the Climate Action Campaign in Pennsylvania (2018-2021)

  • Received the Emerging Environmental Leadership Award presented by Pennsylvania Environmental Council (2014)

  • Has served on multiple nonprofit boards including Lackawanna Valley Chapter of Trout Unlimited (Current Secretary, 2024- present), Lackawanna River Conservation Association (2020-2023), Lackawanna Valley Conservancy (2020-2023), SEEDS: Sustainable Energy Education and Development Support (2015-2017).
